Lord Foulkes honoured by the Dominican Republic's President

The Rt Hon Lord Foulkes of Cumnock was invested today (September 6th, 2006) in Santo Domingo with the Order of Merit (OM) of the Dominican Republic by the Dominican Republic's President, Leonel Fernandez .

The honour was given in recognition of the work that he has undertaken to improve relations between the United Kingdom and the Dominican Republic.

Lord Foulkes is the Chairman of the All Party Parliamentary Group on the Dominican Republic and President of the Caribbean British Business Council. George Foulkes is the first Briton to receive the Order of Merit, an honour which was also recently bestowed on UN Secretary General, Kofi Annan.

Lord Foulkes first visited the Dominican Republic in 1991. He subsequently led investment and trade missions to Santo Domingo in his capacity as President of the Caribbean Britain Business Council.

Recognising the regional significance of the Dominican Republic and the need for more political debate on UK/Dominican Republic relations he sponsored the establishment of an All Party UK/Dominican Republic Group in the UK Parliament.

Lord Foulkes has visited most Latin American Countries. As a Minister at the department for International Development, he was the UK Governor of the Caribbean Development Bank and the Inter American Development Bank.

REMINDER


The Second Reading of George Foulkes’ Private Members Bill (hereby enclosed) will be in the Lords on Friday, March 3rd.

Commenting in advance, Lord Foulkes said: “It is a simple Bill for one simple purpose: to prevent individuals from standing for both Constituency and List seats. It will not alter the political balance in the Scottish Parliament”.

“The present system is a chancer’s charter. The Bill will stop losers being turned into winners against the will of the electorate”.

“On Friday, I will be revealing statistics which show how rotten the present system is”.

FOULKES TO CALL FOR ROYAL COMMISSION ON CONSTITUTION


Labour Peer, Lord Foulkes of Cumnock, will call on the government to set up a Royal Commission on the Constitution, to deal principally with the West Lothian Question and the Reform of the Lords, when he speaks in the Second Reading of Kenneth Baker’s Bill in the Lords on Friday.

“There is a problem with English only legislation but the Baker Bill is a clumsy impractical way of trying to deal with it”, says George Foulkes, who was for 26 years MP for Carrick, Cumnock and Doon Valley.

“This needs to be worked out in a calm and considered way, as do the long-term powers, role and composition of the Second Chamber. This could best be done by a Royal Commission which could also tidy up any other loose ends”.

“English MPs will have to accept the status quo for a few years, just as Scottish MPs had to accept English MPs voting on Scotland only legislation for a few centuries”.
